We’re looking for a Vice President to join UKC Financial Crime Execution, based in the UK, to report directly to the Head of PEP & High Risk EDD, who will support the front office business with a deep expertise in managing Enhanced Due Diligence (EDD) reviews for high risk customer types, including Politically Exposed Persons (PEPs), Embassies and Diplomatic Missions, Cannabis and other High Risk Customer Types.
The successful candidate will also support the Head of High Risk & PEP EDD in providing detailed advice and guidance on complex High risk reviews to the UKC FCE team and stakeholders in TC01, 2LoD and Coverage in respect of anti-money laundering, sanctions, and anti-bribery and corruption.
This is not an entry-level role and requires demonstrable existing SME knowledge and demonstrable experience. The skills we find make for great VPs in our team are the ability to make effective connections with colleagues in challenging circumstances, the ability to take in a lot of information in a short space of time, understand the relevant risks and explain those clearly to non-expert audiences under pressure, and explore nuanced and robust mitigation options, where possible, aligning with the Bank’s regulatory obligations and risk appetite.
Key Accountabilities
o Perform EDD and produce in-depth, narrative EDD Reports using information collected by 1LOD (KYC and Business), Factiva, Lexis Nexis, World-check, Google and other publically available resources.
o Engage 1LOD stakeholders (Relationship Director, Risk Assessment Unit) and 2LOD colleagues (Head of UK Corporate Bank Financial Crime or delegates) to facilitate the successful conclusion of the review. Engage with stakeholders such as FinCrime Advisory, Sanctions Advisory, ABC Advisory and the FIU or Legal and Group Tax to seek advice on specific issues.
o Identify, analyse and articulate the specific Financial Crime-relevant risk posed and provide a reasoned recommendation as to how to proceed with the relationship.
o Apply judgement to ascertain what level of EDD is adequate and proportionate to mitigate the identified risks associated with a relationship. Where necessary, engage with external vendors to procure investigative due diligence reports. Manage the relationships with external vendors and handle the administrative and billing-related enquiries.
o Advise the stakeholders including the business and KYC on high risk relationships and transactions.
o If required and in line with UK legal obligations, draft and file internal Suspicious Activity Reports (SARs), and provide support to the relevant team tasked with investigating any such internal SARs.
o Undertake analysis of transactional activity on Corporate bank accounts and analysis of/comparison with published annual accounts where available, in order to identify suspicious transactions and assess Barclays exposure to AML risk. Provide guidance, training and feedback to Relationship Directors in their own assessment of transitional activity and explanation of client nature of business/source of funds.
o Assume responsibility for the administrative and filing requirements related to managing PEP relationships. Maintain and update Central PEP Repository and the FinCrime IRIS platform.
o Support maintenance of PEP EDD Team MI. Present and explain MI to Senior Management and ensure the accuracy of underlying data.
o Protect the reputation of Barclays by identifying and mitigating the risk posed by high risk customers.
o Play a key role in proposing and implementing a read across for EDD and UKC High risk Forum processes and requirements to other High risk customer types in UKC.
o Identify, escalate and attempt to mitigate existing shortcomings in the UKC’s CDD/EDD processes.
o Train new staff members about EDD methodology and the UK Corporate Bank’s governance and control systems.

Purpose of the role

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. 

Accountabilities

  • Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
  • Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
  • Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
  • Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
  • Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
  • Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.
