Overall purpose of role

The primary purpose of this role is to oversee the Combined US Operations (‘CUSO’) Compliance Program requirements and ensure alignment with supervisory expectations.  The successful candidate will be expected to develop and provide governance for the CUSO Compliance Program and to create an environment for continuous improvement to ensure the program aligns to evolving supervisory expectations.  

Key Accountabilities

  • Lead the design, implementation and evolution of key management processes in support of the CUSO Compliance Program.
  • Develop governance processes to ensure appropriate oversight and effectiveness of Monitoring, Assurance, Training, Issues Management, Risk Assessment, etc.
  • Coordinate with global stakeholders to ensure CUSO requirements are met while remaining aligned with global processes.
  • Proactively identify enhancements and drive continuous improvement across the CUSO Compliance Program.
  • Assist and advise Business Oversight Compliance teams on the operation of the Compliance Program.
  • Provide training and support to the US Compliance teams.
  • Develop and drive strategic solutions to ensure sustainability of governance and oversight processes.
  • Proactively identify and escalate potential Compliance risks for escalation through Reporting or other means.
  • Ensure appropriate escalation of themes and issues into key business fora (e.g. Compliance Management Team (CMT), Monthly Business Reviews (MBR)), and that appropriate follow up documentation is in place.
  • Develop, prepare and deliver appropriate reporting.

Person Specification

  • Deep knowledge of financial services and ability to understand complex regulatory issues as they affect Barclays and simplify messages for senior leaders. 
  • Strong track record in Compliance within a Financial Services company.
  • Proven prior experience and track record working with senior internal stakeholders including ExCo level, functions, and businesses.
  • Excellent Risk and Controls experience and understanding of the Barclays Control Framework and Enterprise Risk Management Framework.
  • Demonstrable experience of instigating and leading change within complex environments.
  • Attention to detail and with an ability to balance multiple critical requests from various stakeholders with outstanding precision.
  • Strong leader, proven culture builder with the ability to inspire and motivate within a large global team, building a culture to deliver performance consistent with the values.
  • Experience of dealing with government and regulatory stakeholders, possibly gained through working in a regulator, government or financial services areas of a professional services firm.
  • Excellent communication skills - spoken and written and an ability to explain complex policy issues and topics at a non-technical level.
  • High levels of initiative and an ability to anticipate and solve problems.
  • Strong coordination and organisation skills and ability to multi-task and turnaround requests quickly under pressure.
  • Excellent team player who reflects the Barclays Mindset.

Desirable skills/Preferred Qualifications:

  • Experience of briefing and working with senior stakeholders.
  • An understanding of the regulatory landscape as it affects Barclays in the US.  
  • Ability to prioritise conflicting work demands.

Purpose of the role

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. 

Accountabilities

  • Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
  • Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
  • Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
  • Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
  • Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
  • Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.

  • To manage a business function, providing significant input to function wide strategic initiatives. Contribute to and influence policy and procedures for the function and plan, manage and consult on multiple complex and critical strategic projects, which may be business wide..

  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalates breaches of policies / procedure appropriately.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.
  • Mandated as a spokesperson for the function and business division.
