Data Delivery Lead

Purpose of the Role 

Lead the engagement and delivery function for Barclays’ enterprise data products owned by Group Control CDAO. Ensure that the overarching roadmap for all data products is defined, agreed, and delivered successfully, across all business units and functions globally. Drive the successful delivery and adoption of data products, to deliver value and business outcomes on time and aligned to agreed priorities. Act as senior point of escalation for issues related to data product delivery and engage with senior stakeholders and committees to ensure expectations are met and critical issues are escalated and resolved appropriately. Drive stakeholder engagement, delivery governance, and execution excellence across multiple domains, enabling the Bank to realise value from its data product strategy. 

Key Responsibilities 

• Delivery Leadership – Oversee end-to-end delivery of data products, ensuring alignment with agreed timelines, budgets, and quality standards. 

• Engagement Strategy – Own and execute a stakeholder engagement plan to drive adoption and awareness of data products across business units. 

• Governance & Compliance – Embed best practice delivery governance frameworks and ensure adherence to legal, regulatory, policy and control requirements. 

• Stakeholder Management – Act as the primary interface between CDAO, technology teams, and business stakeholders; manage expectations and resolve delivery challenges. 

• Roadmap Execution – Translate strategic priorities into actionable delivery plans; monitor progress and report outcomes to senior leadership. 

• Risk & Issue Management – Identify delivery risks early and implement mitigation strategies; escalate critical issues promptly. 

• Team Leadership – Build and lead a high-performing team of engagement managers and delivery leads; lead and coach Data Product Owners and other key roles to foster a culture of accountability, collaboration, and value-focused delivery excellence. 

• Continuous Improvement – Implement best practices for delivery efficiency and stakeholder engagement; champion agile ways of working. 

• Value Realisation – Ensure delivered data products meet business objectives and generate measurable benefits. 

• Culture & Inclusion – Promote Barclays’ values and inclusive culture across all engagement and delivery activities. 

Skills & Experience 

• Proven experience in large-scale data product delivery and stakeholder engagement. 

• Previous experience as a Data Lead or Product Owner, ideally within financial crime, risk, or regulatory domains. 

• A background in delivering data-driven solutions, with a deep understanding of data product development. 

• Strong programme and project management skills, including governance and risk management. 

• Excellent communication and influencing skills at senior executive level. 

• Deep understanding of data platforms, data product lifecycle, and agile delivery methodologies. 

• Ability to manage complex inter-dependencies across multiple business units and technology teams. 

• Leadership experience in building and developing high-performing teams. 

• Expertise in Financial Crime and Economic Crime would be preferred. 

Role Requirements 

• Degree-level qualification in Computer Science, Information Systems, Data Analytics or equivalent. 

• 12+ years in data or technology delivery roles, including 5+ years in senior leadership positions.

• Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function. 

• Escalate breaches of policies / procedure appropriately. 

• Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence. 

• Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate. 

• Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives. 

• Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives. 

• Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations. 

• Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area. 

• Negotiate with and influence stakeholders at a senior level both internally and externally. 

• Act as principal contact point for key clients and counterparts in other functions/ businesses divisions. 

• Mandated as a spokesperson for the function and business division. 

Purpose of the role

To manage change projects that help the organisation achieve its strategic objectives, while ensuring that projects are delivered on time, within budget, in control and in compliance with regulatory requirements and internal policies and procedures. 

Accountabilities

• Management of change projects within the organisation, ensuring that they are delivered on time, within scope, budget, and to the required quality standards.
• Development and management of project plans that outline the scope, objectives, timelines, and resource requirements for change projects.
• Communication with stakeholders, including senior management, project teams, and external partners, to ensure that they are informed about project progress and that their needs and expectations are being met.
• Management of project teams, ensuring that they are properly resourced and that they have the necessary skills and expertise to deliver on project objectives.
• Management of project budgets, ensuring that projects are delivered within the agreed budget.
• Creation of reports on project progress to ensure that proposed solutions are delivered on time and within budget.
• Management of project risks, ensuring that risk, assumptions, issues and dependencies are identified, assessed, and mitigated as necessary.
• Facilitation of change management activities, including training and communication, to ensure that change projects are successfully implemented and embedded in the organisation.
