Step into your next role and make a difference as a key member of the Assist Head of Taiwan Compliance in providing day-to-day compliance advice and local regulatory guidance to the Taiwan management, markets (Credit, Macro, Cross-Assets) business in Taiwan. You will work with Regional/Global Compliance colleagues to support onshore Taiwan business on compliance controls, work with the business to establish appropriate controls for effective compliance risk management, liase close with E-Communications and Trade Surveillance teams in managing the Compliance surveillance programme and also work with Regional FinCrime compliance and Onboarding team to advice on local AML requirements and implement AML related controls under the Global Framework, Work closely with Reg. Relations Team when interacting with the local regulators and identify key regulatory issues with potential for significant Inherent Risk and perform detailed analysis and detailed completion of the Conduct Relevant Risk Assessments (CRA and RCSA). In the role, you are expected to :

  • Respond to business/infrastructure partners’ regulatory queries as they arise and work with Country and Product Legal Teams
  • Take lead from Head of Taiwan Compliance to support verification checks to assess compliance with internal and regulatory and control requirements
  • Work with partners in other compliance groups, including Country Compliance, Central Compliance, Financial Crime, Monitoring & Testing, Surveillance etc, in matters pertaining to all business in Taiwan
  • Assist with collation of information and drafting responses in relation to regulatory enquiries and regulatory filings.
  • Participate in the development and review of business related and compliance owned policies and procedures
  • Draft and review compliance owned policies developed for the Taiwan entity.

To be successful in the role, the role , you will need to have :

Essential skills/ Basic Qualifications

  • Strong several years of work experience, preferably gained within compliance at a foreign bank branch or securities subsidiary in Taiwan
  • University graduate with Taiwan Senior Securities Personnel Certificate (高級業務員執照)
  • AML certification with good understanding of Taiwan regulations in terms of bond agency, foreign securities brokerage, underwriting, Offshore Structured Products Business, FinCrime and the controls requirement
  • Ability to work independently and as required and can exercise judgement on escalation and seeking supervision
  • Able to provide effective check and challenge the business and escalate where appropriate
  • Strong verbal and written communication, good interpersonal, influencing, and negotiating skills

  • Ability to multi-task and prioritise accordingly
  • Meticulous with details and yet with strong focus on big picture
  • Knowledge of key global and/or APAC regulatory rules and regulations
  • Pragmatic in problem-solving, adopting a flexible, consultative work style

This role is regulated by Securities and Futures Bureau, FSC.

Purpose of the role

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. 

Accountabilities

  • Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
  • Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
  • Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
  • Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
  • Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
  • Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.
