Step into the role of Taiwan Legal Entity Control – Chief Accountant at Barclays in Taiwan, where you’ll be the representative of Finance both locally and regional for Barclays Securities Taiwan Limited (“BSTL”). Locally, as the Chief Accountant of BSTL, you are responsible for timely and accurate regulatory submission to local regulators and face directly with local regulators and external auditors . Regionally, you will report to the HK FC lead who oversights HK and TW FC functions and also provide updates directly to regional FC head and Greater China CFO.  You will also have regional exposures through supporting Finance projects initiatives around reporting changes and controls, process reviews and system enhancements.

What will you be doing?

  • Review and submission of monthly, quarterly and annual management and statutory reporting and present to respective stakeholders both internally i.e. senior management and externally
  • Handling queries and questions from Taiwan regulators, TWSE and other regulatory bodies, and ensuring the appropriate communication amongst stakeholders of any new or change in rule and regulation with financial impact
  • Being main contact with external auditors in statutory audit and annual tax audit
  • Support local COO and Business in Taiwan office initiatives
  • Ensure compliance with local accounting, regulatory and balance sheet control policy and regional or global policy and control
  • Serving as the expert of business activities across System, Tax, Regulatory Capital, Regulatory Policy and regulatory requirements 
  • Reviewing overall front-to-back control infrastructure, and proposing & implementing enhancements to achieve a robust and efficient control environment
  • Engaging in various global Financial Control initiatives by developing an action plan and implementation strategy

Qualification required:

  • A minimum total of 3 years' experience in accounting or internal auditing at public companies and/or financial enterprises in the areas of securities, futures, banking, or insurance, or a minimum total of 3 years' experience in accounting or auditing-related duties at a public service agency or state-owned enterprise, where also having graduated from the department, section, or graduate studies institute in accounting at a domestic or foreign junior college or higher-level educational institution recognized by the Ministry of Education, or having an equivalency certificate in the same area from a junior college or higher-level educational institution.
  • Senior broker license (高級業務員證書) + financial ethical exam certificate (金融常識與道德測驗證書) valid in recent 5 years if the candidate hasn’t been registered as licensed staff in other securities houses before.

What we’re looking for:

  • Minimum University/ Bachelor’s Degree with over 8-10 years of industry experience
  • Legal Entity Financial Control Experience and knowledge in the Taiwan regulatory reporting requirements
  • Good communication skills in both Mandarin and English to deal with local regulators and regional stakeholders

Skills that will help you in the role:

  • Experience working in a foreign investment bank with securities operation is preferred
  • Experience as a Chief Accountant is a plus
  • Product knowledge in Fixed Income/ Macro/ Bond is preferred
  • Exceptional people skills and excellent written and verbal communication skills

Purpose of the role

To manage the financial operations of the organisation, ensuring the accuracy, integrity, and reliability of financial reporting. 

Accountabilities

  • Management of the preparation and presentation of accurate and timely financial statements, and other accounting records in accordance with the relevant accounting standards, rules and regulations.
  • Support in identification, assessment, and mitigation of financial risks, and report on these financial risks to senior colleagues.
  • Development and maintenance of a robust system of internal controls to safeguard assets, ensure that there is no fraudulent misreporting, and ensure the accuracy of financial data, including regular assessment of the effectiveness of internal controls addressing any weaknesses or gaps.  .
  • Development and implementation of up-to-date financial policies and procedures to ensure consistent and effective financial practices across the organisation.
  • Management of the selection, implementation, and maintenance of financial systems and software applications, including collaboration with IT colleagues to integrate financial systems with other enterprise systems.
  • Preparation and submission of statutory and regulatory reports to authorities, and provision of support to other departments in their preparation and review of regulatory reports.
  • Coordination with external auditors and regulatory authorities in support of audits and examinations.
